國家互聯(lián)網(wǎng)信息辦公室12月27日發(fā)布了《國家網(wǎng)絡(luò)空間安全戰(zhàn)略》（以下簡稱《戰(zhàn)略》），這是我國首次發(fā)布關(guān)于網(wǎng)絡(luò)空間安全的戰(zhàn)略。《戰(zhàn)略》闡明了中國關(guān)于網(wǎng)絡(luò)空間發(fā)展和安全的重大立場和主張，是指導(dǎo)國家網(wǎng)絡(luò)安全工作的綱領(lǐng)性文件。

China's top Internet regulator released a cyberspace security strategy on Tuesday, advocating peace, security, openness, cooperation and order.
國家互聯(lián)網(wǎng)信息辦公室27日發(fā)布了網(wǎng)絡(luò)空間安全戰(zhàn)略，倡導(dǎo)和平、安全、開放、合作、有序的發(fā)展目標(biāo)。

The government will guarantee cyberspace sovereignty and national security, protect information infrastructure and act against cyber terror and crimes, according to the strategy released by the Cyberspace Administration of China (CAC).
《戰(zhàn)略》指出，政府將維護(hù)網(wǎng)絡(luò)空間主權(quán)和國家安全，保護(hù)信息基礎(chǔ)設(shè)施，打擊網(wǎng)絡(luò)恐怖和違法犯罪。

網(wǎng)絡(luò)空間（cybersapce）在維基百科上的定義是：the notional environment in which communication over computer networks occurs（計(jì)算機(jī)網(wǎng)絡(luò)通訊發(fā)生的理論環(huán)境），通俗一點(diǎn)來說，網(wǎng)絡(luò)空間是信息時(shí)代人們賴以生存的信息環(huán)境，是所有信息系統(tǒng)的集合。

網(wǎng)絡(luò)空間安全（cyberspace security/cyber security）自然就是計(jì)算機(jī)網(wǎng)絡(luò)通訊發(fā)生的環(huán)境安全，具體來說包括，硬件和軟件系統(tǒng)安全（system security），網(wǎng)絡(luò)安全（network security），信息傳播安全（information transmission security），信息內(nèi)容安全（information security）等幾個(gè)方面。

此次發(fā)布的《國家網(wǎng)絡(luò)空間安全戰(zhàn)略》明確提出了9項(xiàng)戰(zhàn)略任務(wù)：

堅(jiān)定捍衛(wèi)網(wǎng)絡(luò)空間主權(quán) guarantee cyberspace sovereignty

堅(jiān)決維護(hù)國家安全 safeguard national security

保護(hù)關(guān)鍵信息基礎(chǔ)設(shè)施 protect key information infrastructure

加強(qiáng)網(wǎng)絡(luò)文化建設(shè) strengthen cyberculture construction

打擊網(wǎng)絡(luò)恐怖和違法犯罪 crack down on cyber terror and crimes

完善網(wǎng)絡(luò)治理體系 improve cyber management system

夯實(shí)網(wǎng)絡(luò)安全基礎(chǔ) consolidate the foundation of cyber security

提升網(wǎng)絡(luò)空間防護(hù)能力 improve cyberspace defense capability

強(qiáng)化網(wǎng)絡(luò)空間國際合作 boost cyberspace international cooperation
